Admin rights and still not able to manage users

I would like to change the rights of some users in confluence. I have admin rights but when I click on "manage users" Atlassian gives the answers I do not have permission to access this page.

Any hints!?

Check the Global Permissions. To manage users you need Confluence Administrator permission.
