The ability to add attachment from another Confluence page has been deprecated in the New Confluence Cloud Editor.
Our team used this feature to avoid having to upload images across multiple pages every time an image is updated. For example, we would upload all our images to a Files list page. And then we would add images using the ! shortcut to add the image from another Confluence page (Files list page). Any time an image is updated, we just replace the image in the Files list and the image would be updated every where it was used.
Is there a work around for this in the new editing experience? We will probably not switch to the new editor if we have to re-upload our images on every page. Also using the excerpt/excerpt include macros would add more overhead than necessary.

The deprecation is mentioned on our Confluence Cloud Editor Roadmap page, as well as the workaround:
Add attachment from another Confluence page
This feature would let you add an attachment to one Confluence page and then display it on multiple other pages. This would cause a number of dependency issues, such as where someone would unknowingly delete the image from the first page, and it would leave an error on all the other pages. In order to prevent this from happening, we've removed this functionality.
If this functionality was important to you, you can achieve the same thing by using the excerpt and excerpt include macros. The excerpt macro lets you put some Confluence content into an excerpt, which you can then use the excerpt include macro to display on a number of other pages.
Any changes you make to the excerpt will flow through to all the pages that the excerpt include is used on.

Please be advised that although you may be able to retain the old editor at this time, the new editor is slowly being rolled out to all users and will eventually completely replace the old editor.
