Hi There, 

Would like to ask if is it possible to add a line on top of the comment section on all pages (the example outlined in blue). If yes, how can we do that?

Welcome to the Atlassian Community.

You might want to try editing the velocity templates in Space tools > Look and feel > Layout.

Changes applied in one of these templates will be used within the entire Space.

Here's an example when editing the Comments Layout template.

Welcome to the Atlassian Community!

That looks like it should be content of the specific page, not mass applied across the whole of Confluence.  If it should appear on every page, do it as a "banner" - modify the header/footer html.
