How can I use the blueprint feature? I am able to access templates but not sure where to find blueprints.

Are you referring to Blueprint templates provided by Atlassian?
If you navigate to Space settings > Look and feel > Templates, the templates created by you/your colleagues are listed at the top, and the Blueprint templates are listed below them. (Any Global templates are listed below these.) You can view, edit, and promote a blueprint template for use by your users when they create a page in the space.

seems like it isnt something for every user. like marc already stated you have to create a app to achieve this. Maybe a custom template can already help here: https://support.atlassian.com/confluence-cloud/docs/create-a-global-template/ you can always powerup those with some fancy automations if you want to have something ready for your users. maybe you can tell a little bit more about what you want to achieve

As far as I know, blueprints can be offered by apps only.
