Hello - When a user does not have access to a Confluence page they get a message like "You are not permitted to perform this operation". Is there a way for a space admin to customize this message with instructions on how to request access?

Unfortunately I don't think it's possible.
Maybe you can prepare some user manual and announce it for your users, so that they can read it in advance?
