I have user that have view and edits right but they cannot change status to "verified", which access category is required?

Changing a page's status (like your custom "verified" status) is controlled by the same permission as editing pages, not a separate access category. So if this user can already edit but can't change the status, check for a page-level restriction (look for the lock icon next to Share) that overrides space permissions, and confirm they're actually in Edit mode when they try, since the status picker only shows up there. It's also worth ruling out a stale page load, since status updates save immediately without a separate save step.

One thing to flag: native content status only gives an on/off "can edit" permission, not control over who can move a page to a specific status - if you need role-based control over transitions, like only a manager being able to mark something "verified," that needs a workflow app. Workflows for Confluence supports restricting specific status transitions by role, worth checking against your setup.

The changing of status is included in the permission to 'Add pages'. So if this user cannot change the status, s/he might not be taking the right steps to do so (maybe forgot to first go into Edit mode on the page). Or there might be a restriction on the specific page (which overrides Space permissions). You can see if page restrictions apply by a red 'lock' icon in the Share button on top of the page.
