I have user that have view and edits right but they cannot change status to "verified", which access category is required?

The changing of status is included in the permission to 'Add pages'. So if this user cannot change the status, s/he might not be taking the right steps to do so (maybe forgot to first go into Edit mode on the page). Or there might be a restriction on the specific page (which overrides Space permissions). You can see if page restrictions apply by a red 'lock' icon in the Share button on top of the page.
