About development licenses

We are planning to build four environments: a production environment, a development environment, a verification environment, and a staging environment. Is it possible to use the production license for the production environment and use the development license (developer license) for the remaining 3 environments?　 Please let us know if there are any rules regarding the number of development licenses issued and available.

What I would like to ask is whether one development license can be applied to three development environments.
It would be helpful if you could answer this point.
