Проблема с установкой серверной части

При установки платформы версии atlassian-confluence-6.12.2-x64 возникает проблема, когда не до конца завершены настройки первоначальные. Удаление и установка не помогает, та же проблема. Исполняемый файл запускался как от обычного пользователя так и от администратора. При обновлении из исполняемого файла всегда находит что нужно обновить какие-то данные. Обновляет, но ошибка та же и то же для обновления. 

Как исправить?
