Please can you explain this use case a bit? You are saying you want the condition of the rule to be that when a cell is empty in the database to create a Jira issue? What is the motivation for this please?

As shown in gif below, I can not find possibility to create issue from cell. I have to go to project and make issue and then copy link to cell
