The licences that have been bought for your organisation exist in the Atassian account that was set up to buy them. You need to get access to that account to get the licence keys.
We can not help you with this, we are end users like yourself. I would raise this with support at https://support.atlassian.com - ideally, quote your SEN from the applications (should be in the "system information" pages)
