user reports: Bitbucket is queueing requests

pushes, pulls, pull request merges and clones may take longer than expected 

there is an article about scalling bitbucket  but where do i look to start ,  i mean  whats the root cause

I could see the same Warning attached screenshot. Please, anyone, provide a solution on how to scale the bitbucket. Actually, we have already 32GB RAM and 12 cores CPU.  Still, it needs something not related to compute or memory?
