timeout to get public open url

When I send a request to - https://wssec1.mltp.co.il/GenericTransactionsService.asmx?WSDL get time out.
curl: (28) Failed to connect to wssec1.mltp.co.il port 443: Connection timed out
The address is open to the world and accessible from anywhere.
Any Help?
