"Re-run failed step" not available

Hi,

For some reason sometimes the "Re-run failed step" is not displayed next to the deployments, all I can see is "Suggest fix". In the "Re-run" options all I can select is "Re-run entire pipeline", the "Re-run failed steps" is not available.

Is this expected behaviour? as we have builds that can take 30 minutes, so we don't want to have to re-run the build just to retry the deployment. Especially as we have already tested the existing build in lower environments.
