please walk me thru creating branch

I do all these: In the Issue Detail view, locate the Development panel, and click Create branch. The Create branch dialog will be displayed.

I did as above but I don't see "in progress "  column but only Development column (PANEL?) and Create branch does not pop up

Sounds like you're trying to create a branch in Bitbucket repo from Jira issue. Here's what that text is about:

When you click Create branch there, you'll be taken to Bitbucket global branch creation screen where you can change the repository and prepopulated branch name if needed.
