If it is not possible for any users to login you may have to take the steps outline in the Bitbucket Server Lockout Procedure. If you are not the administrator, please contact him or her.

It depends on what authentication your BB server is using, is it internal? Is it LDAP? if you are one of the system admins, you can easily get this info in the administration screen. If not, contact your admin about it.
