import issues from another repo takes too long

I'm trying to move my issue tracker to a new repository, I did the export and downloaded the zip, now I want to upload it (import) to the new repo.

the zip is uploaded and now it has the rolling progress indicator for more than 12 hours.

(I restarted the import and got the same behavior)

now the rolling progress is frozen, is it stuck? should I refresh for the third time?
