I currently use Atlassian-hosted services including Bitbucket and JIRA.  I am considering upgrading to a self-hosted product.  I would like to know if I am going to lose any functionality when I do that.

Specifically, our team enjoys the ability to create pull requests and Discuss/Approve/Merge those pull requests using a web browser.  Will we still have this ability on a self-hosted server?

Yes.  See https://www.atlassian.com/git/tutorials/making-a-pull-request/

The server version of Bitbucket is pretty much the same as Cloud, but has a bit more flexibility in some ways.  Pull requests are fully supported by both
