When you go to admin.atlassian.com, could you confirm if you can access the organization where you want to create a new workspace?

Hi @fish 

The only method for creating a workspace is by adding Bitbucket Cloud as a product via Atlassian admin rather than this signup wizard - the documentation for this is here:

If you are not able to add Bitbucket Cloud as a product, it's because your organisation is not migrated to centralized user management (see: here). To resolve this, you'll need to create a new organisation and add Bitbucket Cloud as a product within the new organisation:

If you still encounter issues, please let me know - our engineering team will check the logs and see what is happening in the backend.
