Would it be possible to keep using the legacy Bitbucket Plans and Billing – Plan Details page instead of switching to the new Billing Management system? If we remain on the legacy version, will there be any impact?

Atlassian has been migrating customers to the new billing system (bill.atlassian.com) and this transition is not optional. The migration is being rolled out progressively. There is no way to keep the old experience.

As long as there’s no forced migration notice for your account yet, you can usually keep using it for now.
In the short term, not much. Over time you’ll likely miss new billing features, see docs focusing on the new UI, and eventually the legacy page will be retired, so you’ll need to move at that point.
