Why are deployments limited to test/stage/prod

Hi there.

I'm just trying to understand why there is a hard limit on the available deployment environments.

1) Why is there no "dev" deployment environment? Maybe I'm missing something here, but generally teams build and auto deploy to development environments on every commit. This test the configuration and application work other in the deployed environment for every commit.

2) Environments are generally quite specific to how teams operate. We use environments with great flexibility. E.g. teams may have a qual environment instead of or in addition to staging, and perhaps a performance environment.

Is there a specific reason or principled thinking behind this limitation of environments?
