Users can't see their pull requests
We have some merge checks in place, so a PR has to be a reviewed by some other team members. But I'm seeing that some of these users can't see the PRs when they go to view them. Is this the correct behaviour?
I'd expect a user to be able to see the existing PRs and their content, just maybe not approve them or merge them their selves?
