I have a managed user who is not able to log in to Bitbucket. Whenever he enters his username and password, he is prompted for two-factor authentication. The thing is, his account has this feature disabled in the Atlassian admin panel. How do I grant access to this user?

The user's Bitbucket Cloud 2FA is likely enabled, hence, why the 2FA screen is showing up.
