Unable to transfer ownership of a repo

I am a member of the Administrators group for my workspace. I need to transfer ownership of a repository from users who are no longer with our organization. These users also no longer have accounts in BB.

According to this article there should be an option called "Manage Repository" in the upper-right corner of the screen under the Repository Settings, but it is not there. What permissions are needed to make it available?

Would you be able to confirm if you can see the "Repository settings" tab from the repository navigation?

If no, that means you don't have administrator access to the repository.

In order to transfer the repository, you will need to have administrator access first.
