Unable to locate package atlassian-plugin-sdk

I am following the instructions as posted here but cannot install the SDK. I keep getting Unable to locate package atlassian-plugin-sdk error. I realize there is another similar question but that answer did not help either.

Any help would be greatly appreciated.

If you're trying to do that in a Docker container on M1, you gonna need to override the platform, e.g. `--platform amd64`
