Unable to call REST API using token authentication

Unable to access any API using token:

Stash Version: 3.7.1

Token Authentication version: 1.7

Token Authenticator plugin is enabled.

System-wide enable for token-based authentication: Enabled

All paths: enabled

BTW, I have confirmed that the authentication is correctly resolving the token.  If I send an invalid token, I get a completely different response indicating authentication failure as opposed to a permissions issue when using the correct token.
