Unable to Clone using Tortoise Hg

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I was trying to close my repository in my local PC using Tortoise Hg, But every time an error occurs that SSL error: sslv3 alert handshake failure. The screenshot has been also attached to my question please review and help me, please.
