Stash hook. Commit Log Message JIRA® Issue Reference Enforcer

hello, I want to force developers to use Stash smart commit every time. I configured a hook. But it does not apply the rule. Who can say what else should I check/configure?

Scroll down, and check Watershed Refs and Branch Name Enforcement. It will only enforce ones in those branch namespaces, by default, I think it puts in "release/", so once you remove that, it will enforce it on all branches.
