Stash Administrator can't modify file path, what path?

When I was reading through the below documentation, it says "Administrator — same as System Admins, but they can't modify file paths or the Stash server settings". What paths normal Admins don't have access but sys-admins get?

The working directory for the server, the database settings and all the stuff under "SSH and other server settings"
