Set branch permission to user groups and oauth client

We have configured our pipelines to tag some commits using Oauth authorization mechanism and that was working fine. However, once we set branch permissions of one of our branches to a user group, Oauth access was no longer able to create tags even it has write and admin access. How can we make both security mechanism compatible?
