Repository variable screen greyed out for someone with admin permissions

Location: Repository settings → Pipelines → Repository variables

I have Admin access at both the workspace level (via an Administrators group) and repository level (individually granted), confirmed on the Repository permissions page.

On the Repository variables page, the entire "Add variable" form is disabled:

  • The Name and Value input fields cannot be typed into
  • The Add button is greyed out
  • The lock and delete (trash) icons next to existing variables are unresponsive when clicked

Pipelines is enabled for this repository, and I've confirmed I'm logged into the correct account. I've tried a hard refresh, incognito window, and disabling browser extensions with no change.

Is this a known permissions/config issue (e.g. SSO step-up authentication, billing restriction, IP allowlisting) or a UI bug? Happy to provide screenshots or a screen recording if useful.

In addition, I cant run the pipeline (it says I need write permission), despite being an admin

Looks like it might have been a timing/caching thing. I added the write permissions onto the project and then after 30 mins I have the access
