Put comments in the source of a fork without a Pull Request.

I would like to be able to put comments in the source code in Stash.  Users haven't always created a Pull Request because they aren't ready to have the code merged.  They just ask us to look at the change on their fork.

If you are running at least 2.11 you can add comments on any commits, not just pull requests.
