Pull requests getting declined when another pull request is approved

For a particular user when a pull request gets approved, the other pull request is getting declined. Both of these pull requests have different source and different destinations.
Then i tried to re-open the declined request it says
This pull request can not be reopened because the branch "bugfix/defect-3134-release-18.12" has been deleted even though "bugfix/defect-3134-release-18.12" exists
