Could you try activating/adding Bitbucket directly through Atlassian Administration instead? 👀
Go to admin.atlassian.com, select the appropriate organization, and then go to Apps / Atlassian apps → Add app → Bitbucket.
From there, you should be able to create/add the Bitbucket workspace and then continue with the plan setup.

If you still get the same error there, I’d then suggest contacting Atlassian Billing Support and including the Issue ID shown in the error message so they can investigate it on their side.

By the way, there's an active incident at the moment. Sometimes they are broader than Statuspage states, so it can be related.
