Prevent empty/blank commit messages

Regarding Mercurial hosted on BitBucket.

I would like to prevent developers from committing blank message on commits. Can I enforce that they enter 10 chars or somethign like that?

I doubt there is a way to prevent it on their local machine, but if I could prevent them from pushing commits that had no message/description that would be good enough.

Just saw that you had this tagged mercurial. So I guess this isn't stash.. In which case that plugin isn't going to help. L
