No way to attach a file to PR description

I am trying to attach a file to a PR description. If I type `/file`, I see this pop up purporting to allow me to do what I want, but when I click it, nothing happens and I don't see a way to insert a file.

What if you try to attach the file through the dedicated section, and through the rich editor of the description field?

Thanks. I totally missed the dedicated section. I'm not sure what you mean by "through the rich editor of the description field." Is that different than what I tried in my original post? It seems that there is a bug there.
