I have zero understanding of coding or change management.
I created an account here to be able to report bugs in SOMEONE ELSE'S project:
pedro311 / freshtomato-arm / issues — Bitbucket
But if I log on to my account from that page, it takes me to to my own project page. How do I logon to Bitbucket, but post bug reports to the above particular project (again, not my project, as I have no coding skills).

I understand that when you log in to Bitbucket (while accessing the issue tracker page you linked here), you get redirected to the Bitbucket Overview page after logging in, instead of to the page you were previously viewing, is that correct? If that's the case, you can just access the issue tracker page again after you have logged into your Bitbucket account.
I also tested accessing it using an Incognito window and when opening the issue tracker, then log in, after going to the issue tracker page again, the “Create issue” is missing, probably because of cache, so I need to do a hard refresh for it to show.
I’m not sure if you are facing this issue, but if you are, you can open the link of the issue tracker after you log in, and if you don’t see the "Create issue", you can just do a hard refresh in the page.
In case you are facing a different problem, please let me know exactly what happens, so we can further investigate this issue.

The other party's workspace/project/repository issue tracker must be public to allow you to create tickets there. Check with the other party and get the link to their issue tracker.
