New theme broken navigation

I'm experiencing a problem with the navigation in the new theme. I saw this a while back when it was still in beta so turned off the new theme and reported the issue when prompted. However I no longer see that option so I'm effectively stuck.

The whole navigation section appears to be completely disabled. I have tried everything I can think of including the following:

Log out and back in
Reboot
Clear history
Disk cleanup with all temp internet files

So far nothing has worked. I can view everything as usual on my ipad (which is what I used to turn off the navigation last time) but not on my work pc with internet explorer.

Same here.

Left nav does not load in Internet Explorer 11.

Works fine in latest Chrome and Vivaldi browsers.

Colleagues at work also having trouble with IE 11.

Also Firefox, Safari, IE, different computers, cleared cache, removed cookies, etc.  Also cannot create pull request (I can get to the branch from JIRA but clicking on the "create pull request" just hangs forever.

I am experiencing the same thing, it started suddenly on October 9 2017 around 5pm EDT.  I also cannot create pull requests from a branch, it just hangs  forever.
