Does the migration tool require a minimum Bitbucket on-prem server version number?

According to the Marketplace listing for the BitBucket migration assistant: https://marketplace.atlassian.com/apps/1226610/bitbucket-cloud-migration-assistant?tab=overview&hosting=server
It says it's for versions: 7.0.0 - 7.19.2
