Merge Stash Instances

We currently have two Stash instances running (on separate servers). Is it possible to merge one of these into the other so we can manage them as a single instance? We'd need Git history as well as pull requests, etc. to be available.

One server was used by a small subset of developers and we will need to grant access to the rest of our team which would put the licensing of that second server way over. It seems that if we don't merge them then we'd need to have licenses for our entire team for both servers. Is that correct?
