Is it possible to set branch permissions at the Project or workspace level rather than having to set for each individual repository. The only documentation I could find that showed this was possible was for Bitbucket Server, not Bitbucket Cloud.

This is not possible yet in Bitbucket Cloud. Our development team has been actively working on project branch permissions, and this feature is expected to be released in Q3 2022:
You can add yourself as a watcher to that feature request (by selecting the Start watching this issue link) if you'd like to get notified via email on updates. Once this feature is implemented, we will update that feature request.
