Is it possible to integrate with JIRA an incident management software?

Is it possible to integrate with JIRA an incident management software that is not in your Market Place and that JIRA can register everything that is created there ?, and if possible does this imply an additional cost of the license?

Jira has a REST interface as part of it (no extra licence needed) which you can use.  Other systems can use it to talk to Jira.  Jira also has extension points for webhooks (and post-functions and listeners if you're willing to do some coding), so it can talk to other systems too.
