Is it possible to enable 2FA with a U2F device but without a mobile device?

This question is in reference to Atlassian Documentation: Two-step verification

I have a suitable Yubikey for U2F authentication which I use already with Google Docs and GitHub, but I don't have a suitable mobile device as a needed prerequisite for Bitbucket 2FA.  Is this a hard requirement?  If so, have you considered allowing U2F authentication separately from authentication with a mobile device?

I have it without any smartphone. You can use a password manager such as 1Password, or Authy (check https://confluence.atlassian.com/bitbucket/two-step-verification-777023203.html).
