Is it possible to assign user permissions based on project?

I'd like to be able to give users access to all repos in a private project.

I don't see any way to do this. is this possible?

You'll have to do that through groups. Projects do not carry any permissions.

The easiest way is probably to create a group with the desired users and then add that groups to each repo in the project.
