Is It Possible To Share Only The "Issues" Section Of A BB Repository?

I'd like to collect bug reports from up to a dozen people, but I'd like to stay in the free plan and none of those people will be offering fixes or coding.  

Is there a way?

Hi Mark, welcome to the Community!

If those people are not going to contribute to the code, and they don't need access to it, you could have a public issue tracker while keeping your code private. For a public tracker, anyone can view/create/comment on issues even if the code repository is private. 

However, if you want to keep your tracker private, a user's access to the code repository also applies to the tracker. This means that if you want to have 12 people with access to the private tracker, they'll need access to the repository too, which will make you go out of the Free plan.

In the following screenshot, I've selected the option that would better suit you, in my opinion:
