If I link our Bitbucket account with our Atlassian admin, I understand that Bitbucket users are currently a subset of all Atlassian users. My concern is: once linked, will any user who has access to another Atlassian product (e.g., Jira) automatically be considered a Bitbucket user as well? This has financial implications, as Bitbucket is currently billed separately from our other Atlassian products. I’d appreciate clarification on whether linking will change how users are counted for Bitbucket billing.

The short answer is no, your users that currently do not have access to Bitbucket will not automatically be added to Bitbucket when you link it to the admin page. You would still have to assign a license to users for them to get access to Bitbucket.
