I would like to know if Bitbucket provide an API such as resource change listener?

I am wondering if Bitbucket provides an API which can be an resource change listener? For instance, if one of our team members is making change of the file locally, bitbucket could detect the file is being edit and notify all other members.

We do not plan to provide this API, as it is directly contrary to the design goals of Git and all other Distributed Version Control Systems.
