I need to update my license key and I my account is not a system administrator

I just purchased a new Bitbucket (Server) 10 Users: Starter License key and I am not a system administrator. How do I go about applying this new license key with my admin account.

You don't.  You need to be a system admin to do this.  You will need to do one of the following things:

1. Contact your system admin and ask them to install the license
2. Break in to the system admin account
