I have a stuck repository that just spins forever. According to other community notes The only way to get it unstuck is for an admin to take action. Please help unstick my house13-cleaning-crm repo by removing it.
I've gone ahead and deleted the stuck repository, so please try to create it again.
Previously, it was not possible for users to delete stuck repositories - there is now a workaround for this on the closed bug ticket linked below:
Cheers!

I went to the Atlassian support page first, however there is no way to send them a message if you have the free version like I do. I found a seperate post in the community forums where an admin fixed the problem after a user posted here so I posted my own message.

Welcome to the Atlassian Community.
If your repo in Bitbucket is stuck and keeps spinning, there’s unfortunately nothing you can fix from your side. These cases usually need backend intervention.
If you have admin access, try deleting it from repository settings once more, otherwise you’ll need to raise a request with Atlassian support so they can remove or reset it for you.
or contact support of our Atlassian team here: Atlassian Support

See above answer, you can only contact Support if you have a paid version.

That’s correct for direct support access. For Free plans, the Community forum is the primary escalation channel for such issues, and Atlassian moderators may step in if needed.
