I deleted large projects, but I still get the error: 'Your workspace has exceeded the 1 GB limit and has been placed in read-only mode.' Why is this happening?

From our side, it does not appear that your workspace is in read-only mode. Can you please share the full error output that you're seeing when you attempt to push?
