How to prevent users to push new branches on a repository?

I need to prevent some users pushing new created branches on a repository from a client.

I want users only be able to push on existing branches from a local PC to a repository on Bitbucket server.

For what you describe in your message, it looks like you'll need to start using branch permissions. With branch permissions you can control the actions users can perform on a single branch, branch type, or branch pattern within a repository or project. Whilst they do not prevent branch creation, you can restrict creating new branches that match a certain pattern. You can read more about it at Using branch permissions.
